Mexico's infrastructure is NOT like USA or Canada. Unless you are in a mega resort with its very own high-end septic system, you simply can't FLUSH paper with your liquid or solid waste in ANY mexican toilet. You'll find the same in other parts of the world as well. Each mexian house has it's very own septic system.

And if you have a private septic tank on your property, the same answer can be true since the bacteria in the septic tank can help break down the cellulose in the paper.

In older colonial homes in Merida (and elsewhere in Mexico) you can not flush TP - you put it in the trash - Toilet paper gets hung up in the 90 degree turns in the old narrow pipes and concrete troughs. Also, many septic systems are not accessible so if thee is a problem they may need to tear though the floor to find the blockage
